The Employment Exchange Registration Certificate is an essential document to get a government job in Assam. The Assam government under the leadership of Dr. Himanta Biswa Sarma is taking many bold steps and this is one of those steps. The online employment registration-

Eligibility: All citizens of India above the age of 14 years who are permanent residents of Assam are eligible to register their names in the Employment Exchange of the State of Assam.

District: The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.

How to Apply for Online Employment Exchange Registration?

The application on the official portal of Director of Employment & Craftsmen Training, Assam online process to generate Employment Exchange Registration Certificate has been started on 27th September 2021. Basically two online registration methods  are introduce by the govt of Assam AADHAAR Based Verification and Non-AADHAAR Based Verification. Candidates have to submit their online applications on the basis of these two verification methods.

AADHAAR BASED Guidelines for Registration in Employment Exchanges of Assam :
  1. All citizens of India above the age of 14 years who are permanent residents of Assam are eligible to register their names in the Employment Exchange of the State of Assam.
  2. The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District.
  3. Applicants who are already employed and seeking better employment have to be registered only after production of a “No Objection Certificate” issued by the employer.
  4. The following documents are to be submitted:-
    1. Age Proof:- Birth Certificate/ HSLC Admit card/ School Certificate ( Any one of these three documents)
    2. Proof of Residency:-
      1. Applicants having AADHAAR Card with permanent address within the state of Assam will be allowed to Register Online without visiting the Employment Exchange as per Office Memorandum issued vide no. SKE. 42/2021/32 Dated Dispur the 19th July 2021. (Only for verification of the state of ASSAM)
      2. Passport/EPIC/Certified copy of Electoral Rolls/Land documents/Marriage Certificate/Electricity Bill/Driving License ( to be uploaded any one of these documents for permanent address of applicant )
    3. Educational Qualification Certificate:- Pass Certificate (S) and Mark Sheet(S)
    4. Caste Certificate in cases of SC/ST/OBC/MOBC applicants
    5. In case of P.W.D ( Persons With Disability) candidate –Disability certificate issued by competent authority.
    6. Additional Qualification Certificate ( if any)
    7. Experience Certificate ( If any)
    8. Non- Creamy Layer Certificate.
  5. All text box with asterisk (*) symbol is mandatory to filled up.
  6. Please scan all Educational Qualification (Pass Certificate & Mark sheets in chronological order from lowest level to highest level) into a single PDF and upload as one single PDF.
  7. After successfully submission of application Employment Exchange Card (X 10) will be issued to his/her registered Email.
  8. Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card.
  9. Failure to renew the registration even after lapse of grace period (3 months), will lead to cancellation of registration and subsequent removal from Live Register maintained in the Employment Exchange.
  10. No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.

Required Documents for AADHAAR Base Employment Registration

The following documents are to be submitted:-

  1. Age Proof :- Birth Certificate/ HSLC Admit card/ School Certificate ( Any one of these three documents)
  2. Proof of Residency:-
    1.  Applicants having AADHAAR Card with permanent address within the state of Assam will be allowed to Register Online without visiting the Employment Exchange as per Office Memorandum issued vide no. SKE. 42/2021/32  Dated Dispur the 19th July 2021. (Only for verification of the state of ASSAM)
    2. Driving License (either self or parents), Copy of Chitha/Jamabandi (either self or parents), Copy of Passport (either self or parents), Certified Copy of Electoral Roll/EPIC (either self or parents).
  3. Educational Qualification Certificate :- Pass Certificate (S) and Mark Sheet(S)
  4. Caste Certificate in cases of SC/ST/OBC/MOBC/EWS applicants
  5. In case of P.W.D ( Persons With Disability) candidate –Disability certificate issued by   competent authority.
  6. Additional Qualification Certificate ( if any)
  7. Experience Certificate ( If any)
  8. Non- Creamy Layer Certificate.
  9. AADHAAR Card (non mandatory)

Non-AADHAAR Based Verification :

 

  1. All citizens of India above the age of 14 years who are permanent residents of Assam ,(as per Office memorandum no .E/P-344/41472 Dtd 05-07-1971) are eligible to Register their names in the Employment Exchanges of the State of Assam.
  2. The candidates are eligible for Registration in one Employment Exchange only in the state, where they are permanent residents within the jurisdiction of the District
  3. Applicants who are already employed and seeking better employment have to be registered only after production of a “No Objection Certificate” issued by the employer.
  4. Once a candidate has registered online and completes the requisite information in the form, he/she will be issued an acknowledgement receipt informing about the stipulated date and time for physical verification of all original documents.
  5. The candidate is required to visit concerned Employment Exchange in person for verification of all original documents on stipulated date and time.
  6. The following documents are to be produced in original at the Local Employment Exchange on the date of Physical verification:-
    • Age Proof :- Birth Certificate/ HSLC Admit card/ School Certificate ( Any one of these three documents)
    • Proof of Residency:- Passport/EPIC/Certified copy of Electoral Rolls/Land documents/Marriage Certificate/Electricity Bill/Driving License ( Any one of these documents)
    • Educational Qualification Certificate :- Pass Certificate (S) and Mark Sheet(S)
    • Caste Certificate in cases of SC/ST/OBC/MOBC applicants
    • In case of P.W.D ( Persons With Disability) candidate –Disability certificate issued by competent authority.
    • Additional Qualification Certificate ( if any)
    • Experience Certificate ( If any)
    • Non- Creamy Layer Certificate.
  7. All text box with asterisk(*) symbol is mandatory to filled up.

  9. After physical verification if documents and certificates are found in order, an Employment Exchange Card (X-10) will be issued. Applicant will receive Employment Exchange Card through his/her Email.
  10. Every registrant shall renew his /her registration once in three (3) years in the due month as indicated on his/her Registration card by either personally visiting the concerned Employment Exchange or online. A grace period of three (3) months is provided to the registrants.
  11. Failure to renew the registration even after lapse of grace period, will lead to cancellation of registration and subsequent removal from Live Register maintained in the Employment Exchange.
  12. No request for renewal of registration after the expiry of the due month and grace period shall be entertained under any circumstances.

How to Renewal of Registration Card of employment seeker in Employment Exchange

  1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.
  2. Then the applicant needs to login with the credentials, by clicking the Login Tab.
  3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service and enters the existing Registration No. in search box and submits to fetch the application details. Applicant needs to verify the renewal date and then apply for renewal by clicking the apply button after going through the Requirements tab.
  4. Applicant has to fill up the form and upload the required supporting documents.
  5. After successful submission of the form, an acknowledgement will be generated containing the application reference no.The application is then forwarded to higher officials for further processes. The same will be notified over SMS and Email id of the applicant.
  6. An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no.
  7. In case, if there are any discrepancies or mismatch found in the online application, the applicant needs to makes the necessary corrections in the online application or has to apply through a fresh online application. The applicant will be notified about this over SMS and Email id by the concerned official.
  8. If all processes are correct than an SMS and Email is being sent to the applicant that the Registration Card is successfully renewed.
  9. The certificate will be delivered within 3 days, after successful submission of the form without any faults. The applicant will be notified about this over SMS and Email. The Applicant then needs to download the Renewed Registration Card from the ARTPS Portal.
